SSC CPO 2024 Recruitment Eligibility Criteria

Nationality/Citizenship:

  1. A citizen of India.
  2. A subject of Nepal with a certificate of eligibility issued by the Government of India.
  3. A subject of Bhutan with a certificate of eligibility issued by the Government of India.

Note: Candidates belonging to categories 2 and 3 (Nepal and Bhutan subjects) will be admitted to the exam but will only be offered appointment after obtaining the required eligibility certificate from the Government of India.

Age Limit (as on 01.08.2024):

  1. The age will be calculated based on 01.08.2024.
  2. Age limit for the posts is 20-25 years.
  3. Eligible candidates must be born between 02.08.1999 and 01.08.2004 (inclusive).
  4. Relaxation in upper age limit for certain categories (excluding Delhi Police departmental candidates) is available as per DoP&T OM No. 15012/2/2010-Estt.(D) dated 27.03.2012.

Age Limit
  • Date of Birth Verification:
    • The date of birth entered in the online application form and the one recorded in the Matriculation/Secondary Examination Certificate will be used for determining age.
    • No requests for changes in date of birth will be considered after application submission.

Ex-Servicemen (ESM) Reservation

  • ESM Reservation Eligibility:

    • Ex-Servicemen who obtained civilian government employment (Group C & D) after availing of ESM reservation benefits are not eligible for further ESM reservation or fee concession.
    • However, they can re-avail of ESM benefits for subsequent employment if they declared all previous vacancy applications upon initial civil service entry (DoP&T OM No. 36034/1/2014-Estt (Res) dated 14th August 2014).
  • Call Up Service Inclusion:

    • The “Call Up Service” period of an Ex-Serviceman will be counted as service rendered in the Armed Forces for age relaxation purposes.
  • Ex-Serviceman Status for Application:

    • To be considered an Ex-Serviceman for reservation benefits, a candidate must have already acquired the status:
      • At the application submission time.
      • Within one year from the application closing date (with documentary proof from competent authority).
  • Ex-Servicemen Eligibility for SI Posts:

    • A Matriculate Ex-Serviceman with at least 15 years of service (as of application closing date) is eligible for Group ‘C’ SI posts in Delhi Police under the Ex-Servicemen reservation.
    • Non-graduate Ex-Servicemen who do not meet the 15-year service requirement are not eligible for any post.
  • Definition of Ex-Serviceman:

    • An Ex-Serviceman is someone who served in any rank (combatant or non-combatant) in the Indian Regular Army, Navy, or Air Force and meets any of the following criteria:
      • Retired, relieved, or discharged (voluntarily or by employer after earning pension).
      • Relieved due to service-related medical reasons and awarded a pension.
      • Released due to establishment reduction.
    • Released after completing a specific engagement period (except at own request, dismissal, or misconduct discharge) and given a gratuity.
    • Includes personnel of the Territorial Army, Army Postal Service, and those on deputation to Army Postal Service for over six months before 14th April 1987.
    • Also includes gallantry award winners and medically discharged recruits with a disability pension.
  • ESM Benefits for Dependents:

    • Age relaxation and ESM reservation are not applicable to sons, daughters, and dependents of Ex-Servicemen.
Process of Certification and format of certificates:
  • Reservation and Age Relaxation Certificates:

    • OBC certificates issued by GNCTD (Delhi) for castes listed by GNCTD but not included in the Central OBC list will only be accepted for Delhi Police SI posts for reservation and age relaxation.
      • Such candidates will be considered OBC only for SI in Delhi Police and UR/EWS for all other posts.
    • Candidates seeking reserved vacancies or age relaxation must submit the required certificate in the prescribed format from the competent authority when requested. Otherwise, their claim will be rejected, and their application will be considered under the General (UR) category.
      • The certificate formats are provided in the annexure. Certificates in any other format are liable to be rejected.
    • Candidates applying under OBC reservation must possess a caste/community certificate and not belong to the creamy layer on the crucial date.
    • Candidates applying under EWS reservation must possess an Income & Asset certificate valid for the financial year 2024-25, issued based on income for the financial year 2023-24, as per DoP&T OM No. 36039/1/2019-Estt(Res.) dated 31.01.2019.
  • Verification of Certificates:

    • Candidature is provisional until the veracity of certificates/documents related to educational qualifications, caste/category, etc., is verified and approved by the Appointing Authority.
    • Fraudulent claims regarding SC/ST/OBC/EWS/ESM status or departmental candidate status of Delhi Police will lead to disqualification from the examinations conducted by the Commission.
    • Crucial date for the claim of SC/ST/OBC/EWS status or any other benefit (fee concession, reservation, age relaxation, etc.) is the closing date

SSC CPO 2024 Recruitment Educational Qualification

Educational Qualification (as on 01.08.2024):
  • A Bachelor’s degree from a recognized university or equivalent is mandatory for all posts.
  • Candidates appearing for their Bachelor’s degree or equivalent examination can apply. However, they must possess the qualification by the cut-off date (01.08.2024).

Degrees through Open and Distance Learning (ODL):

  • Degrees/diplomas/certificates awarded through ODL mode by recognized universities are accepted if approved by the Distance Education Bureau (DEB), UGC.
  • Candidates with ODL qualifications must produce DEB approval documentation when requested.

Programs not offered through ODL:

  • Engineering, medicine, dental, nursing, pharmacy, architecture, and physiotherapy programs are not permitted through ODL (except IGNOU’s B.Tech. for students enrolled up to 2009-10).

Candidates acquiring qualification by cut-off date:

  • Candidates who will acquire the educational qualification by 01.08.2024 with documented proof can apply.

Verification of Educational Qualification:

  • All qualified candidates must produce original documents (marksheets/provisional degree/diploma certificate) by 01.08.2024 as proof of meeting the minimum educational qualification.
  • Candidates with declared results by the cut-off date will be considered qualified. The result must be officially declared, not just processed, by the Board/University.

Equivalent Qualifications:

  • Candidates with equivalent qualifications must produce a relevant Equivalence Certificate from the concerned authorities when requested.
  • The final decision regarding acceptance of such certificates rests with the user department/organization/appointing authority.

Driving License Requirement (Delhi Police Sub-Inspector – Male Only):

  • Male candidates must possess a valid LMV (motorcycle and car) driving license on the date of the Physical Endurance and Measurement Tests (PE&MT).
  • Male candidates without a valid LMV driving license are eligible only for CAPF Sub-Inspector posts.

  • Sample one-time registration and application forms are provided in Annexure-IA and Annexure-IIA.

Photo Requirements:

  • The application captures a live photograph of you.
  • Ensure the photo is clear, without a cap or spectacles, and with a full frontal view.
  • Refer to Annexure XI for acceptable/unacceptable photo examples.
  • Recapture photos not meeting the requirements. Applications with unacceptable photos may be rejected.

Application Deadline:

  • The last date and time for submitting online applications is March 28, 2024 (11:00 PM IST).

Early Application Recommended:

  • Submit your application well before the deadline to avoid website congestion and potential login issues.
  • The Commission is not responsible for applications not submitted due to technical issues or reasons beyond their control.

Review Application Before Submitting:

  • Use the “Preview/Print” option to ensure all details in the online application form are correct before submission.
Application Fee (Payable Online Only)
  • Fee: Rs. 100 (Rupees One Hundred Only)
  • Exemptions: Women candidates, SC/ST candidates, and Ex-Servicemen with reservations are exempt from the fee.
  • Payment Methods: BHIM UPI, Net Banking, Visa, MasterCard, Maestro, or RuPay Credit/Debit Card
  • Fee Payment Deadline: March 29, 2024 (11:00 PM IST)

Important Notes Regarding Fee:

  • Ensure successful online payment to SSC.
  • Incomplete applications due to non-payment will be rejected. No fee consideration will be granted after the deadline.
  • The application fee is non-refundable and non-adjustable for other examinations.
Application Form Correction Window (March 30-31, 2024; 11:00 PM IST)
  • After the application deadline, a 2-day window will be provided to correct/modify online applications.
  • You can resubmit your application after making necessary corrections to your one-time registration/online application data.

Examination Stages (all mandatory):
  • Computer Based Examination (Paper-I & Paper-II)
  • Physical Standard Test (PST) / Physical Endurance Test (PET)
  • Detailed Medical Examination (DME)
Examination Pattern (Paper-I & Paper-II):
  • Objective Multiple Choice Questions (MCQs)
  • Hindi and English languages used in Parts I, II, and III of Paper-I
  • Negative marking: 0.25 marks per wrong answer in both papers
Normalization of Scores:
  • Marks from the Computer Based Examination will be normalized using a formula published by the Commission.
  • Normalized scores will be used for determining the final merit and cut-off marks.
Answer Key Challenge Process:
  • Tentative Answer Keys will be available on the Commission’s website after the examination.
  • Candidates can submit online representations (if any) within the specified timeframe.
  • A fee of Rs. 100 (non-refundable) per question applies for submitting a representation.
  • The Commission’s decision on challenges is final.
NCC Bonus Marks:
  • National Cadet Corps (NCC) certificate holders (as on 01.08.2024) will receive bonus marks added to their normalized scores.
  • Refer to the notice for the specific bonus scheme.
Important Notes:
  • The exam dates are tentative and subject to change. Any updates will be announced on the Commission’s website.
  • No provision exists for score re-evaluation or re-checking.
  • In case of any discrepancy between English and Hindi questions, the English version will prevail.

Physical Requirements

Height and Weight:

  • Height requirements vary based on gender and region (refer to the notice for details).
  • Weight should be proportionate to height.

Physical Endurance Test (PET) – Male Candidates

  • 100 meters in 16 seconds
  • 1.6 kilometers in 6.5 minutes
  • Long jump: 3.65 meters (3 attempts)
  • High jump: 1.2 meters (3 attempts)
  • Shot put (16 lbs): 4.5 meters (3 attempts)

Physical Endurance Test (PET) – Female Candidates

  • 100 meters in 18 seconds
  • 800 meters in 4 minutes
  • Long jump: 2.7 meters (3 attempts)
  • High jump: 0.9 meters (3 attempts)

Relaxation in Height/Chest:

  • Relaxation for some candidates based on region (certificate required)
  • Relaxation granted at initial appointment applies throughout Delhi Police service

Appeals for Disqualification in Physical Standards:

  • Candidates can appeal disqualification on the PET/PST ground.
  • The appellate authority’s decision is final.

Ex-Servicemen:

  • Exempt from PET but must pass written tests and medical examination.

Pregnancy:

  • Female candidates must declare pregnancy status before PET/PST.
  • Pregnant women cannot participate and will be re-examined after confinement.
Medical Examination (for all)
  • Conducted by authorized medical officers.
  • Minimum vision requirements:
    • Near vision: N6 (better eye), N9 (worse eye)
    • Distant vision: 6/6 (better eye), 6/9 (worse eye)
    • No corrective lenses or surgery allowed
  • No knock knees, flat feet, varicose veins, squint eyes, or color vision deficiencies.
  • Good mental and physical health, free from limitations on duty performance.
Additional Training Requirements (Sub-Inspector only):
  • Seven obstacle course events must be passed during training.
Tattoos
  • Allowed only on inner left forearm or dorsum of hands.
  • Must depict religious symbols/figures or name (as per Indian Army).
  • Size must be less than ¼ of the body part (elbow or hand).

SSC CPO 2024 Recruitment Selection Procedure

Selection Process

1. Application Shortlisting:

  • Only candidates who register and submit applications by the deadline will be considered.
  • Applications will be provisionally accepted based on the notice’s terms and conditions.

2. Admit Card and Roll Number:

  • Qualified candidates will receive admit cards (AC) and roll numbers for the Paper-I exam.

3. Minimum Qualifying Marks (Paper-I & Paper-II):

  • UR: 30%
  • OBC/EWS: 25%
  • All Other Categories: 20%

4. Paper-I Cut-off:

  • The Commission will set separate cut-offs for Paper-I sections based on factors like category-wise vacancies and candidates.

5. PST/PET (except Ex-Servicemen):

  • Shortlisted candidates from Paper-I (including NCC bonus marks) will appear for the PET/PST.
  • Passing PET/PST is mandatory but does not influence merit.

6. Paper-II:

  • Only PET/PST qualified candidates can appear for Paper-II.

7. Medical Examination:

  • Shortlisted candidates from Paper-I & Paper-II (including NCC bonus marks) will undergo a medical examination.

8. Final Selection and Post Allocation:

  • Based on Paper-I & Paper-II performance (including NCC bonus marks) and candidate preference, final selection and post allocation will occur.
  • Once a candidate is allocated a preferred post, they will not be considered for other options.

9. Departmental Candidates (Delhi Police Sub-Inspector):

  • Departmental candidates will be considered for open vacancies first, with age relaxation.
  • They will then be considered for departmental vacancies.
  • They will appear in the same exams as other candidates.
  • But the final result for departmental vacancies will be processed by Delhi Police.

10. Reservation and Ex-Servicemen:

  • SC/ST/OBC/EWS/ESM candidates qualifying on their own merit will not be counted towards reserved vacancies.
  • SC/ST/OBC/EWS/ESM candidates qualifying with relaxed standards will be counted towards reserved vacancies.
  • Ex-Servicemen’s age relaxation is not considered a relaxed standard.

11. Appointment:

  • Success in the exam does not guarantee appointment.
  • The government will verify the candidate’s suitability for the post.

12. Probation Period:

  • Selected candidates will have a two-year probation period.

13. Result Discrepancies:

  • Candidates with cut-off marks failing to qualify for subsequent stages can represent to the Commission within two months of result declaration.

14. Communication after Selection:

  • If a selected candidate does not receive communication within a year of the result, they should contact the concerned organization.

15. All India Service Liability (except Delhi Police SI):

  • Selected candidates might be required to serve anywhere in India.

16. Post Allotment:

  • Once a post is allotted, no changes will be made due to non-fulfillment of post-specific requirements.

17. Waiting List:

  • There will be no waiting list after the final result declaration.

18. Tie Resolution:

  • In case of a tie, total marks in Paper-II, date of birth (older candidate gets preference), and alphabetical order will be used for resolution.

19. Unsuccessful Candidate Scores:

  • Scores and rankings of unsuccessful candidates (who opt-in) will be available on the Commission’s website.

20. Final Decision:

  • The Commission’s decision on all selection matters is final and binding.
